PSINET EUROPE LEADERSHIP ANNOUNCED, GENEVA SELECTED AS HEADQUARTERS

PSINet Inc., the first commercial Internet service provider, today announced
the appointment of Volker Kleinn as president of PSINet Europe, reporting to
PSINet Chief Operating Officer Harold ‘Pete’ Wills. Mr Kleinn will be
responsible for expanding PSINet’s Internet access and application services in
key European markets.

A seasoned international business leader, Mr Kleinn previously served as chief
operating officer and vice president for Europe of Autodesk Inc., vice
president of international operations of Apollo Computer, and general manager
of Digital Equipment’s subsidiary in Finland. He was instrumental in
establishing Apollo’s international subsidiaries and growing Apollo’s revenues
in Europe and Asia-Pacific.

“Volker’s experience in building and managing international information
technology businesses complements PSINet’s European expansion strategies,” said
William L. Schrader, chairman, president, CEO and founder of PSINet Inc. “His
proven success in growing profitable sales, marketing and service organizations
will enable PSINet Europe to supply business customers with the Internet
solutions required in the deregulated communications market.”

Mr Kleinn has already begun to put the PSINet Europe senior management team in
place. Herman DeLatte has been named vice president of PSINet Europe and
regional manager for Northern Europe. Mr DeLatte previously served as vice
president - international and chief operating officer of Micrografx, and
managing director of Southern Europe and the BeNeLux for Ashton-Tate. He will
take over the management of PSINet’s existing Belgian subsidiary, PSINet
Belgium S.P.R.L., and launch PSINet’s services in the Netherlands, the
Scandinavian countries and Finland.

Alf Tuvesson, formerly director of finance and administration for Autodesk’s
European Operations, has been appointed director of finance and administration
for PSINet Europe. Prior to Autodesk, Mr Tuvesson held senior finance positions
at Apollo Computers and Arthur Anderson & Co.

PSINet also announced that it plans to locate the PSINet Europe headquarters in
Geneva, Switzerland. Mr Kleinn, Mr DeLatte and Mr Tuvesson will be located here.
Also located in this office will be Wayne Myers, director of sales, and Annie
Corboy, acting director of marketing.

Mr Kleinn has also selected Helmut Blank as regional manager for Germany and
Austria. Mr Blank, who built and managed NeXT Computer Germany and previously
served with BEA, Hewlett Packard and Apollo Computers, will manage PSINet’s
existing German subsidiary, PSINet Germany GmbH, out of Munich.
